When I tried to make an 800 call from Heriot Bay on Quadra Island I was told that the call requires a deposit. I tried the operator and was again told the call requires a deposit. I tried to call 911 and again was told the call requires a deposit. If someone is dying, and you have to make an emergency call, and you don't have a quarter, tough shit. For telus, profits take precedence over saving lives.
Telus is well paid for providing these services free, adding a toll to them is common fraud.
When I phoned the CRTC, I was told that there is absolutely no regulation of phone companies , and they are free to do whatever they please, including fraud and criminal negligence causing death. They are above the law.
Lilly Tomlin put it well, when she said "We are the phone company. We are omnipotent."
