Looting is going to be fairly isolated and unusual in Texas. In New Orleans after Katrina the mayor issued an illegal gun seizure order that the police eagerly executed and that left people unarmed and unable to defend themselves and their property.

Houston is in Texas. Looters will get shot in Texas.


Surviving looters will be shot again.

Canada has received an official request from the U.S. Federal Emergency Management Agency for pediatric hygiene kits along with pediatric pillows, towels and other linens in response to needs arising from Hurricane Harvey's aftermath.

The request came after Prime Minister Justin Trudeau made the offer to U.S. President Donald Trump during a telephone call Thursday.

"President Trump thanked Prime Minister Trudeau and the people of Canada for their offer of assistance and underscored the close ties between our two nations," said a White House statement released after the phone call.

Staff at a Texas high school in an area hit hard by Hurricane Harvey took a moment to recognize first responders for their efforts Tuesday.

According to the Houston Chronicle, the campus of Katy High School is being used as a staging ground for military troops sent to the Houston area to help with relief efforts.

Thursday, the Katy Football team posted a picture to Twitter showing an entire hallway filled with sleeping troops.

My aunt can't get to her place yet because of flooding I was told her apartment is on the second floor so she should be ok once she can get there. My cousin place had no flooding and their business survived too.

HOUSTON - Houston authorities say they have not received any reports of gunshots being fired at a group of volunteers known as the Cajun Navy, despite a spokesman for the group saying shots were fired.
The Cajun Navy is a group of volunteers that formed in Louisiana after Hurricane Katrina. They have dispatched people to help during Harvey.
Clyde Cain of the Louisiana Cajun Navy says on the group's Facebook page Monday night that he wasn't sure if looters fired at the rescuers or fired up into the air. He says no one was hurt.
The Houston Emergency Operations center says it checked with police, who said they had not received any reports of shots being fired at the Cajun Navy.

The Cajun Navy 2016 clarified on its own Facebook page that they are two different groups, and Cain is not affiliated with the Cajun Navy 2016. They said rescue operations continue in the Houston area, and the comments made by Cain have only slowed down the process.

....In the wake of massive disasters, fears about crime and other forms of disorder almost always rise, experts say. But while some people do take advantage of the collective distraction, the fear of crime - particularly looting - typically outstrips the reality, said experts who study storms and recoveries.

There were about 63 people charged with storm-related crimes including burglary and theft from Aug. 26, the day after Harvey made landfall, to this past Thursday, according to the Harris County district attorney's office. Harris County has a population of nearly 5 million people, including the city of Houston.


Harvey made landfall Aug. 25, 2017, near Corpus Christi, Texas, as a Category 4 hurricane, bringing 130 mph sustained winds and driving rains and left devastating floods in its wake.
"Fears of looting are common in disasters and maybe even more common than actual looting itself," said Andy Horowitz, an assistant professor of history at Tulane who focuses on disasters.


He said fear of crime is typical after a massive disaster, when peace of mind goes with the rest. If a person lacks basics like clean underwear and a dry place to put their children to sleep, feeling frazzled and grasping for anything that will restore a sense of order becomes attractive, Horowitz said.

"There's no doubt that on any given day, there are people who are going to steal other people's stuff," said retired Army Lieutenant General Russel Honore, who helped oversee the military response to Hurricane Katrina. "But what we see after these storms is a greatly over-exaggerated concern."

In the days and weeks after Katrina made landfall, major news outlets relayed reports of rape and murder inside emergency shelters - many of which were later found to be false and may have delayed aid to evacuees. Some cable news broadcasts looped images of frantic flood survivors scavenging stores for food and supplies.

"That's not looting, that's survival mode," Honore said.

Race and class shaped perceptions after Katrina, experts say. Most of those stranded were both black and poor.


"There's a bias at play. People think that if you're poor or black you're always trying to steal something," Honore said. "These warnings about looting validate the stereotypes that people hold about poor people."


....On Aug. 29, a message appeared on the Facebook page of the "Cajun Navy" - a loosely organized group of citizen rescuers - saying "looters shooting at Cajun Navy and stealing boats. Cajun Navy standing down in Dickinson."

The post was taken down within an hour, but it had already spread on social media. The Cajun Navy's Facebook page then put out a warning saying not to believe the initial announcement and "the Cajun navy is not standing down."

Meanwhile, Cajun Navy leaders said there were no boats stolen. Volunteers came across one case of shooting when people in need of help fired in the air to grab the volunteer's attention. The family was marooned in chest-high water.

John Hoffman, a volunteer who has been working rescue shifts with Cajun Navy, said there have been concerns among volunteers of running across looters, but after several days out in the floodwaters, he had yet to experience a single threat.

"There was, at one point, some radio chatter about people trying to steal boats at gunpoint, but there's nothing to indicate that that's true," Hoffman said. "There will always be criminals, but as far as the rescues I was involved in are concerned, things couldn't have gone better."
