Here's an idea I think the NDP should push: a REWARD for democratic participation.

We WANT good turnouts at the polls. Some countries like Australia have (or did have) mandatory voting where you were fined if you failed to go out and vote.
Courts would rule this unconstitutional as some religions do not vote ever, they have some piss poor imbecilic rule against it their sheeple obey (okay so I think some sects are fucked - deal with it).

The voter cards should come with a blank section. As soon as your ballot has been witnessed as going into the box, it gets stamped. Then you attach it to your next tax return for a $100 tax credit.

That way you get encouraged to vote.
The encouragement is significant, but not great.
Nobody gets punished.
No one gets discriminated against.

Oooooooh, I like it, but people would see it as a HUGE bribe...

But then again, EVERY election promise is a bribe.

So I support this idea. R=UP
