There's likely a shitload under the ocean and possibly under the Antarctic ice. The poblem is cost of extraction and refining. If a more affordable energy source is found, oil will be left behind as our major source of energy.

NAFTA doesn't stop the export of oil to the US. What it does is prohibit the imposition of export controls based on production to reserve levels. Canadians don't have to export a single drop of oil to the US if Canadians can develop the infrastructure and outbid the Americans for it.

Of course, it would be monumentally stupid to deny the Americans energy "to satisfy our needs," because not only would it destroy Canada as a nation as the oil producing provinces would separate, not only because it would tank the Canadian economy as it would drive the US economy into depression, it would squander literally trillions of dollars of Canadian wealth as America moved to develop alternative forms of energy and render Canada's energy deposits obsolete.

I think building refineries in Sask, or Man would be better, they never get much.

Saskabush has plenty of resources but there are only about 1 million Saskabushies to convert it into wealth. When Alberta is used up Sask will be the next basket of goodies the rest of the country will complain about and fight over. Manitoba would be a good choice. There goes the low realestate they're enjoying at the moment though.
