A group of friends are stunned after watching who they believe were two police officers repeatedly punch a man who was lying on the ground.

Alex Braun, 23, and Sarah Struthers, 24, say paramedics then moved in and began performing CPR on the man before putting him on a stretcher and into an ambulance.

"I was really in shock. I've seen videos of this almost exact sort of police violence but to see it happen in front of me was really shocking," said Braun, who pulled out his phone and began recording the incident, which happened Sunday night on Broadway near Sherbrook Street.

Braun said he and four friends, including Struthers, were walking south on Sherbrook when they saw a man lying on the pavement with a bicycle next to him. A fire truck arrived and paramedics began giving the man medical attention.

Then things got strange, Braun said. Braun and Struthers say they saw people they believe were police officers grab another man near the scene and slam him against a cruiser before and tackling him to the ground.

Police say a man went into medical distress and died after being taken into custody at that same location and time. The police service issued a news release on Monday saying officers were called there just before 11 p.m. about a man acting erratically and in distress, and running into traffic.

He was rushed to hospital in critical condition where he was later pronounced dead.

Saskatchewan Premier Scott Moe's government is asking the provincial court to penalize an Anishinabe man for allegedly breaching court rules following the publication of information and video from inside a youth jail showing staff immobilizing him with a full body restraint device while he wept, hyperventilated and asked for death.

The August 2010 internal jail video captured several moments inside Regina's Paul Dojack Youth Centre. According to the video and files obtained by CBC News, Matthew Michel, then 15, was bound for two hours in a device called the Wrap, which kept his body restrained in a forward sitting position at a near 45-degree angle with his hands cuffed behind his back.

Moe's government is asking the Court of King's Bench to impose a "substantial penalty" against Michel following reporting by CBC News about his treatment while in the youth correctional system, according to a recent notice of application filed in court.

Saskatchewan claims in the court filing that the "videos, pictures and documents" used in reporting by CBC News came "from the materials that Saskatchewan disclosed" as part of litigation filed by Michel against the provincial government.

“It’s disturbing to me. You have a 13-year-old kid, I’ve been told, and you can see in the video he has been dragged by two professionally-trained officers, and put down on the ground and apparently punched,” Dhaliwal said.

Videos on social media showed CPS officers in a line, armed with helmets, batons and shields telling protesters to back up.

Some officers and protesters appeared to be occasionally trying to push each other.

One video showed an officer allegedly rush into the crowd to grab a person the police just pushed back. While that person was on the ground being detained by police, people could be heard yelling “Let him go. He’s just a kid.”

His charges were stayed Friday by Alberta’s Crown prosecution service.

“I was hoping they would be dropped. They never should have been laid in the first place,” Cooley, who also goes by Wesam Khaled, told reporters Sunday before another pro-Palestinian rally was held in Calgary.

“There’s absolutely nothing offensive about the chant ’from the river to the sea.’ It’s a call for freedom for the people of Palestine.”

Calgary's police chief apologized to two teen brothers and their family Tuesday — promising an independent review of the matter — following a decision to drop the charges against them in connection to a gang-related fatal shooting last week.

A 14-year-old Calgary boy faced charges of first-degree murder and attempted murder, while his 18-year-old brother was charged with accessory after the fact to murder.

The charges were stayed by prosecutors Tuesday after social media video of the shooting emerged.

"These charges will have impacted these two young men and their family in very significant ways, and for that I apologize unreservedly," said Calgary police Chief Mark Neufeld.

O'Mara's demotion is a penalty for a Dec. 11, 2017, assault on a man who he removed from a 7-Eleven on Jasper Avenue. O'Mara punched the man in the head repeatedly, and then drove him into the river valley — far from shelters or a hospital — even though the man was bleeding from his head.

About six months ago, Opheim and Charlie began getting into trouble with the law. Opheim said peace officers threatened legal action because she was riding her horse around town.

“They have pulled me over six times in the last six months. The last time was Tuesday. They told me that I was no longer allowed to ride in town. I couldn’t have horses here. I could be arrested and put in jail.”

People who live in the town said they didn’t want trouble, but added they were concerned about the horse in traffic.

“My biggest thing was I had concern for her with the traffic,” resident Rhea Steiner said. “Knowing horses, horses are just animals and they don’t know what traffic is all the time.”

Peace officers sought legal advice and barred horses from High River, but that didn’t sit well with Opheim.

“Our bylaw says that we can. Our High River page, if you actually go on, says horses are a means of transportation,” Opheim explained.
