The population of Alberta has to reason to rejoice itself to see the barrel of oil surpassing $120 because the new royalty regime has a cap at this price.

Goldman Sachs today raised its average oil price forecast for the second half of 2008 to $141 a barrel. Albertans should insist for a renegotiation of the provincial royalty regime without the cap (at $120).
