The 'authorities' are going after the wrong group of people. Instead of fining the panhandlers & squeegee-kids, the ones who give them money should be fined.
Would YOU be so 'generous & compassionate' if YOU faced a fine of $250.00?
If their source of income 'dries-up' then the lowlifes will move on. Who knows, one or two of them might even resort to working for a living!

While I generally agree with your comments Yogi, I find it difficult to fault an old man who was giving from his heart.
I am just frustrated at the situation in this country regarding pan handlers / homeless in general. In our nation there really is no excuse for it.
One thing for sure, I would have given the old man a stern talking to about giving money to a panhandler, but only after I beat the homeless guys ass all over town.

We give homeless people jobs, as in, cleaning the streets and other public services. Any homeless person found not to be taking this free opportunity for a paying job will need to be checked if they suffer from any mental or physical illnesses. If not, they will be fined.

Vancouver has a serious problem with them...you have to lock the doors when you go down East Hastings...
In my opinion what should happen (although Trudeau's damn Charter would shoot it down) is we make it illegal to ask for money, and ILLEGAL TO GIVE MONEY TO PEOPLE ON THE STREET. People can give food or clothes if they want, but not cash.
A fine or something if your got giving money to them.
Then we round them all up throw them on an island between Van. Island and Mainland and create a rehabilitation farm..

I got no problem if a bleeding heart wants to give them clothes, shelter, food.
