Several hours? What.. did they expect some criminal mastermind, Al Queda or the VietCong made and booby-trapped it? It's probably store bought pipe stuffed with match heads anyways.

I think it was a lot of, "ok we called the school, and evacuated the area..." flip page, flip page "now we have to... ask the fire department to... standby and wait." I can think of a few reasons it took a long time but most of it is due to a atrophy in regular training.

It always takes hours to dismantle a "bomb". Even a left alone suitcase at the airport takes hours to clear. Safety before everything else.

It doesnt take as long as ya think B, super complicated ones can take maybe around half an hour to an hour and a half but never several hours. Some things are like in the movies but 90% of it is just made to build suspense. Disarming a bomb, especially a simple one like your run of the mill pipe can be pretty boring.

There's such a thing as soak time, but it isn't several hours. Something or someone wasn't ready.
