This looks like more show for the world media than anything else. When I lived in Brazil raids on the slums were done regularly, this is nothing new, and one thing that differs here is they pre-announced the raids, assuring the bad guys time to hide. When they do their normal raids they just drive in and start shooting and people die. They do this in the Rio Slums annually just prior to tourist season.
What I do find interesting is that they will put "Pacification" units in the slums when normally the only regular police presence is stationing police units at the entrance to the slums to basically keep the bad guys in.
Lastly, what is going on in Brazil and Mexico are two different things.
Actually the raids now have become more effective.
In the past, Police units (aka government death squads) would move in, murder a bunch of criminals and civilians, and leave.
But now, they're actually using the army to impose a permanent government presence in these previously anarchistic areas. Until the Lula administration, the Brazilian governments refused to even acknowledge existence of the slums.
This is good news.
On the other hand, the US seems to be losing its cities slowly. Southern Cali has become a no go zone in some parts.

The situation in the favelas is not quite so simple. Years ago gangs arose in the favelas to protect people from roving government death squads. Orphan children were frequent targets of the death squads and so the orphan children became fodder for the gangs that protected them.
Now the government is saying 'Trust us' while using the military to clear up problems that the military itself caused so they can put on a nice face for a freaking soccer tournament.
Yeah, there's not really a lot to cheer for in this.

Another headline I saw said Brazil was doing this in preparation for the world cup. I thought the world cup was being held in that bastion of rectitude, Qatar?
I can easily believe Benn that these things are done for show instead of any serious attempt to eliminate the drug trade. Drugs help keep the poor quiet.

MS-13 is reason enough to do everything possible to battle Mexican illegals. Over a million strong in members, mostly fueled by Mexican illegal immigration. Not including all the other horrors and bs they've caused by swarming there.

in California is not exclusively Salvadoran. Here it's been a principally Mexican
illegal immigrant gang. Please note that I am distinguishing from legal immigrants and their kids who still tend to roll with offshoots of the Crips alignment of gangs.
Edit: I've arrested some of these guys and they've got the tattoos to prove their 'claims'.

I've watched a documentary about MS-13. Whatever there originals are, there members are primarily mexican, more notable mexican illegals. They get a infinite supply of members because illegals come to the U.S. and realize there isn't shit they can do there or they end up on some poor latino block that's controlled by MS-13. Also as bad as I am sure the Mexican Mafia is, MS-13 is just one gang with over a million members stretching from almost every state in the country. Regarding gangs, they are one of the polices primary threats. They are everywhere and cause havoc wherever they go and whatever they get into.
As stated by you, because of there clash with black gangs. You get nothing but constant gang wars. That's just one of the many latino gangs fueled by illegal immigration.
