Aging has always been an 'acceptable' (not!) 'excuse' for being overweight as well. As folks get older they tend to become less active, but don't cut back on their caloric intake. I think tho that 'this' discussion is more focused on 'young people'.

Actually I'm just as active. But my metabolism has definitely slowed, and since I enjoy eating, I weigh more than I did at 20

I don't know what this discussion is focused on, but I bet the article just looks at overall weight and fitness. As we are an aging society, that will be part of the explanation. Another is immigrants, who don't have a culture of working out all of a sudden eating a western diet. And, because of our massive immigration, people having to work 2 and 3 jobs to stay afloat - doesn't leave much time for exercise.

Oh, and I know that I'm a lot fitter than a lot of skinny people. Under weight is a more serious issue than over weight. Over weight and fit has no health consequences except for surviving operations better. It's only when you get to obesity, especially morbid obesity that it becomes serious.
