1. That "baby dinosaur" is Raptor Jesus, he went extinct for your sins.
2. It's called the Velocirapture. Basically half (or those who believe in the FSM and RJ) will go to the great Colander in the sky and Velociraptors will replace them on earth. These Velociraptors will then pronounce judgement on those poor sinners and non-belivers left on the mortal plane.
3. We've had talks with Kirk Cameron to play the roll of RJ in the Movie Adaptation, I'm not sure he's on board. I think we'll talk to Ryan Reynolds for the roll next.
4. We're trying to get Michael Bay or James Cameron to direct.

Yes, it signed it. Quebec was one of the four provinces creating Canada with the British North America Act in 1867. The Constitution Act of 1982 changed a lot of things (patriation, Bill of Rights, etc), but they were still amendments to the BNA Act, the Constitution Act of Canada.

A lot of amendments to the U.S. Constitution were not unanimous in all states but they are effective.
The fact that Quebec didn't sign the Constitution Act of 1982, while separatists were in power, is only a political struggle that was never resolved. Thanks to Elijah Harper and Clyde Wells.
