wow, a great example of police doing that whole "protect and kiss my ass" instead of what it's really supposed to be, SERVE. A public service who is constantly fighting the public. I got a 122$ ticket for public intoxication while smoking outside a bar last month (and no I was not yelling or anything, I was alone).
Man, I've had some very memorable stumbles home from the bar over the years, each one a treasured memory...a blurry memory but a treasured one still! I can't help but think that most of the time people who get ticketed for this somehow attract attention to themselves by the way they act or maybe stumbling a little too much for the police to ignore. But sometimes its just bad luck I guess.
Sometimes its a change in community policing tactics too though. Alot has been made in the past few years of agressively enforcing minor "quality of life" crimes with the expectation that it creates a more orderly and less permissive environment for larger crimes and gives cops an opportunity to search people for drugs, weapons etc that might contribute to larger crimes. Its part of policing strategy called "broken windows" and was made popular by Guiliani and is kind of controversial fad right now.
