I wonder if this SCoC ruling applies to police officers too or just immigrant murderers because waiting 5 years for a hearing let alone a trial could be considered in the same light?

MONTREAL -- Sivaloganathan Thanabalasingham, this man who avoided a trial for his wife's murder because of the Jordan rule, will never be tried in Quebec for the crime after a Supreme Court of Canada ruling Friday.
In a unanimous decision, the court determined that the constitutional human right to stand trial within a reasonable time had been infringed upon. It was therefore justified to order a stay of proceedings, the court wrote.
In the case in question, Thanabalasingham, a refugee from Sri Lanka and Canadian permanent resident, was charged with his wife's second-degree murder, accused of having her throat cut.
He was arrested on the day of the murder, Aug. 11, 2012.
The stay was ordered in 2017 because he had no trial date almost five years after his arrest.
The Supreme Court's Jordan ruling established maximum time limits for proceedings, and the accused successfully invoked it. Thanabalasingham was released, causing an outcry among the population.
A few days later, Thanabalasingham was deported to Sri Lanka after an expulsion order on July 5, 2017.
The Crown continued to appeal the courts to try Thanabalasingham for murder, but failed after the Court of Appeal ruled that the stay of proceedings was warranted.
The SCC agreed with the Court of Appeal.

Let’s call him Siv. Those Tamils have an inordinate love of extra syllables.
Seriously though, we’ve seen some egregious delays in Canada on this front, even in my small town. Can they not prioritize homicides at least? This is one of several areas pre-Covid where something clearly needed to happen - more money, more lawyers, better administration, something. Do we need to have extra prosecutors hired on a case by case basis, i.e. self-employed lawyers, as in Britain or Ireland? Any crime involving serious bodily harm should never reach this stage. It’s a disgrace.
Slightly different topic but still on the law’s delay or lack thereof, a few years ago we got a judge locally who really moves things along. When lawyers ask for more time, he wants to know exactly why. I had to apply to him to sort out a relative’s will in administration and he had the paperwork back to me in one week. I couldn’t believe it.

If we had more of his type and less of the sleezy lawyers using delaying tactics to try and get stays because of time guidelines our justice system and the Canadian Taxpayers would be much better off

The Jordan decision applies to everyone. The Crown is famous for delaying a shitty case with little evidence and dragging it on for years, meanwhile a person with a constitutional right to a speedy trial languishes in jail without a conviction.
