This was a problem with British colonial policy.

Basically, English colonists could go anywhere within the British Empire. A Londoner could settle in Kenya if he wished. He would even be granted small piece of land granted he had a trade.

A native Kenyan did not have these privileges, even with the necessary skills. In fact, a native Kenyan could be forced off his land without settlement to make way for 'more civilized humans'.

There were many historical attempts whereby non white English subjects tried moving within the Empire, but were severely restricted, often with violence. Australia, Canada and British Isles were off limits to all non white settlers.

Australia and Canada had strong policies in place that dealt with the issue of non English, non white immigration. They were (co-incidentally) removed with the dissolution of the British Empire.

Again, this is not Canada's fault per say, it was a structural problem within the British Empire. The Empire was discriminatory in nature. There was very powerful cast system built into it. The rights and privileges granted to the Empire's subjects, varied from race to race.

All bad policies have blowback. The British Empire effectively fell apart when the UK ran out of manpower after WW2 to hold on to people who saw the British for what they were. That’s when the fun started.

But coming back to the issue of settlement for the refugees, the Indians should take it up with the British government. Judging by how broke Britain is, I doubt they would get anything.
