Since it was a survey my guess would be that most people answered on the PM's notoriety rather than ability, so I don't put much stock in the rankings.

Actually, it was a survey of 117 historians, political scientists, economists and other academics in relevant fields. It's definitely not based on "notoriety".

Sir John A. MacDonald should be first, agreed. But Harper should be above both Mulroney and Diefenbaker for sure.

Why is Kim Campbell on that list??? She was barely a blip in the top job, and didn't really do much.
