The RCMP do a horrendous job holding other police forces to account, something the FBI are respected for. This alone, suggests major changes are needed, though I don't know if this initiative makes sense.
Start with Bob Paulson, work their way down the line and get rid of any dinosaurs and those who "play the game".

Doesn't the American military recruit heavily among permanent residents? I'd heard it's a fairly common route to citizenship...?
