Is Canada bilingual, or one-or-the-other unilingual?
No it's not. They have two official recognized (big difference) languages but the people itself are not bilingual or most aren't. Common misconception as indicated from some posts up above.
Anglophones in Quebec are ok.
But the fact is, several ethnics especially in Montreal so there are many ''other'' languages spoken, perhaps that's the issue.
Quebec nationalists are simply threatened. As for the Anglos in the province, it's alright, after all, there are two official languages in this country. As long as it stays that way, then it's fine.

Good point, once upon a time the French only to worry about the English speakers polluting their French Language and culture, now they have and languages from all over the world threatening their French Language.
My visceral response is that Quebec is a carbuncle on Canada's ass constantly whining and causing problems (which they do constantly), but there is something to be said for them trying to keep their culture alive and growing.

Are you kidding ? The separatists don't care about the others languages. About arab or chinese. They hate English. That's it. Have you ever seen l'Office de la Langue Francaise in front of a restaurant Amir or Sakeo ? It has much more to do with the hate of the English than the protection of French.

The way this anti English issue is going in Quebec the next thing you know the extremists are going to want all anglos wearing Maple leafs sewn to their clothes, next thing they will want to build ghettos for the non francophones complete with watchtowers, barbed wire and guard dogs......

Canada is officially bilingual but that means only that all federal Institutions are bilingual. In a sense, Manitoba is also bilingual in that its legislation must be in both languages. Most other provinces also make every effort to accomodate French (it was not always so).
Quebec is the only province that outlaws the use of English or French in many circumstances. Its education provisions, particularly, but not solely, are illegitimate and a violation of international laws and conventions. It mandates in many areas that communications and laws, signs, names, must be in French only. Traffic tickets must be in French.
