IED's are by simple definitionare very touchy dangerous things.
Overlooked is the tremendous effort that goes into developing safe reliable ordinance.
All too often casual observers and terrorists, assume that IED's are as safe to handle as small arms ammo---when in reality, frequently, the very explosive is unstable....a jar, a change in temperature---or maybe just nothing and wham. Specifically detonators in the best of circumstances are treacherous.
This is a key factor....the Movie "The Kingdom", aludes to the truth that bomb makers are the most frequent casualties......
Artillery shell fuses. It was said that the americans readily produced a safe fuse then spent 10 years getting it to reliably function. The Brits would design a functioning fuses then spent ten years getting it safe.....or was it the other way around.

I'd heard the same thing that a number of the car bombs that went off in Catholic neighborhoods were actually premature detonations. The Brits then ran with it and did their best to make it appear that the IRA were targeting their own people - it worked, too.
