yea, police should only have cotton balls as their only means of weapons. First they should try to talk to the perp's and show them that what they're doing is against what society wishes. If calm talk doesn't bring the perp into custody then he must be prepared to face a barrage of cotton balls. This, I think, is the cure to all questions of police force.

   

It was a bad move by the cops though, if a guy is standing on the edge of a ledge you dont fire 50K volts through him. They might as well have just shot the guy with a pistol.
