"Peel police confirmed this morning that Hamza Mohamed Abdi, 26, has been charged with possession of an imitation weapon for a dangerous purpose, two counts of uttering threats to cause death or bodily harm and fail to comply with recognizance.
Peel Const. George Tudos could neither confirm nor deny reports the man was wearing a fake explosive device and threatened to detonate it, citing the SIU investigation. He released the man�s name and charges he is facing because that information is publicly available in court records."

This can also be a new tactic of running a bunch of fake operations to get people to quickly lower their guard for the next real attack.

A married couple plotted an Isil suicide bombing of the London Underground or Westfield shopping centre around the tenth anniversary of the 7/7 suicide attacks, a court heard on Tuesday.
Mohammed Rehman, 25, and his wife Sana Ahmed Khan, 24, had enough bomb material to “cause multiple fatalities” and were just days away from being able to carry out an attack.
They had already tested explosives in a back garden and only need to make a detonator, when counter-terrorism police swooped.
But they were caught after police spotted Rehman’s Twitter account, where he went under the name “Silent Bomber” and had asked followers for advice on which target to hit, the Old Bailey heard.

Remember that other one at Merced University down in California - Faisal Mohammad?
Remember him? There was a big argument here as to whether or not he knew his particular classroom was one of the University's gun-free zones.
He was more a stabber of the Palestinian school, but he also had a backpack containing zip tie handcuffs, two plastic bags of a petroleum substance, a night vision scope, duct tape, and other tools. He stabbed and slashed several students before construction worker Byron Price rushed into the classroom after hearing the screams of the victims and confronted Mohammad.
This below came out recently after the media tired of the story of the "local disturbed kid:"
"A subsequent search of Mohammad's property uncovered a folded copy of the ISIS flag, a handwritten manifesto with detailed instructions to behead students and multiple reminders to "praise Allah."
This horrendous act was then glorified on a Twitter posting from an account associated with ISIS stating 'May Allah accept him.'"

It would appear that you're right. From what I am finding out it seems that Hamza Mohamed Abdi (a native of Somalia) went missing from his home last night and his family was worried about him due to his alleged mental illness. So they made the mistake of calling the police to help find the man.
The police show up and upon finding a skinny who claimed to be armed they shot him. Which is a predictable police reaction to a Somali guy who claims to be armed. Hell, I'd have shot him, too.
The family would've been better off to have gone looking for Hamza on their own.
