This is funny because in Germany, where prostitution is legal (at least they finally figured out "if you can't beat them, tax them!) during World Cup the state set up make shift brothels near the stadiums for people.

Yeah, I wouldn't use that as a source of info if I were you. I would treat it as one would treat wikipedia, with extreme prejudice. It may hold facts but some can be twisted until it no longer resembles what the truth is. That and they love Kevin Annett the babbling conspiracy theorist. Anyone who uses Kevin Annett as fact already gets a failing grade in my book. It would be like calling Mohawk Nation News, well...news.
As for the prostitutes, what are they using to move them? Are they using that old vagrancy charge to move them along? I say they should let them stay but let's have them play the game. The prostitutes can be left where they are if they don't mind being busted over and over again the old fashioned way using sting operations. Let's see who wins. My money is on the cops.
And no, I honestly think the prostitutes should not be moved along but that doesn't mean they shouldn't be left alone.
