Confidential data (so countries are making all these changes on data that cannot be challenged?) that they did not want put up for to scrutiny then finally under pressure to give it up it goes missing and was so important no one thought to back it up? <coughs> BULLSH@#!!! </cough>

Would be funny, if it were not totally out of the realm of possibility lol.
But why worry about putting out the cash. China only promised to reduce emissions but an unspecified amount in the future. So a reduction of 0.001% would be enough to meet that target.
