I am very much on the Governments side on the topic of hiding tobacco from view. While banning tobacco would do more harm than good, keeping it from wandering eyes is a good approach to keeping addiction rates down.
That said, the situation this businessman has been put in is absolutely ridiculous. The Health Authority and the City should have sat down and worked something out, either before it became a problem, or at least once Mr. Arora had pointed it out to them. A law that has to be broken is a broken law.

wow... wowwy,,, people smoke, and people die of other crap. I know both ends of the situation,, people get addicted do to social situations,,, get hooked and what fathoms...Maybe the government should try and control people.... yes smoking is bad,,, so is drinking and i dont see a panel not supporting that..

Maybe the board of health should fine the city instead of the merchant!
No citizen should be placed in a position where he has to spend money defending himself from lawa that contradict each other. Talk about a rock and a hard place.
