You're right that Trump will lose this under NAFTA but he's a manipulator so the actual point here is he will use the decision on NAFTA to justify withdrawing from NAFTA.

It's not NAFTA, never was.
They want to own our forests, cut the wood and ship it raw to larger mills with cheaper labour in the USA and then sell the denuded land. Anything else is a subsidy.

The Dairy and Lumber issues Trump is saber rattling lately are not covered under NAFTA. They were specifically excluded.
Timber forests in the US are primarily privately owned. To harvest timber, there are market rates. In Canada, it's mostly Crown land, and the Crown sets rates. The people that sell timber in the US have decided that's "unfair" and a "subsidy" because government.
All our softwood disputes have been about US companies wanting to buy the Crown land for the right to sell timber. Every time we've challenged these import duties, we've won in court. Yes, I'm looking at you PM Harper.

Our WTO appeal would have won as well if he hadn't decided to surrender before the win.

Hehe, I like Trump touting 'America First', but when Canada decides it will go 'Canada First' and doesn't want inferior and subsidized US diafiltered milk - he gets his knickers in a knot. 
Milk, Corn, Cotton subsidies are fine, but don't 'subsidize' foreign lumber!

Subsidies benefit the importing nation much more than the subsidizing one. A foreign country's subsidization of their industry is like a free gift to the importing nation.
