Is this a joke? The safest thing for Canada is to have nothing at all to do with that pariah.
So what is this seemingly nonsensical agreement really about? Looks like more encroaching police state tactics to me and nothing else.

If there is ever a terrorist incident in Canada (like 9/11), and if you see a bunch of Middle Eastern types filming the incident while celebrating the destruction and high fiving each other, don't assume they're the terrorist. They might just be some Mossad "advisers" (probably here to advise Stockwell Day and document the event). I.e., like the Israeli intelligence types who were caught filming and celebrating when the world trade towers were hit on 9/11. They were picked up after they were reported as behaving suspiciously (they seemed quite happy at the murder and mayhem they were filming) and then quietly deported. The US Jewish magazine "The Forward" said FBI sources indicated that at least two of these men were Mossad agents. Just Google the terms "Dancing Israelis 9/11" for more information.

If I have to rely on the likes of Stockwell Day for my personal security I'm fucked! No I think I'll stick with my pistol thank you very much. What assholes our elected politicians are. WTF have we got to do with Israel any way? You know if the people don't rise up soon we'll all be fucked. With the leaders this country has we would be better off with BOZO the fucking clown
