Having worked in government in the past, I can attest to its inherent inefficiency and lack of incentives to perform. I'm convinced that anytime a bureaucrat actually helps a Canadian citizen, it's purely an accidental consequence of his self-promotion and empire-building efforts.
At least with a private corporation, you have an incentive to do things efficiently. With government, the only incentive is for managers to pump up their staff complements and increase their budgets.
