The real answer, is because he is who he is. The Doctor is the Doctor. Scientifically speaking, he has the genes of a man. He won't be black (negroid), or oriental (mongoloid), or Australian aborigine, or a small furry creature from Alpha Centauri (re: The Hitchhiker's Guide to the Galaxy). The series is UK. The character was originally an eccentric grandfather inventor who invented a time machine, and took his granddaughter on trips through time. It was a children's show intended as a fun way to teach history. Well, that lasted one episode. When the actor had to be replaced due to medical issues, since it's a science fiction show, they changed the character to a space alien who can regenerate. Poof! New actor. But it's still an iconic British show.

Actually, the first episode (An Unearthly Child) portrayed him as human, and the implication was he invented it. They re-wrote the premise with the first change of actor. William Hartnell was not able to continue, so they concocted an excuse why the actor could be replaced. "He's not really human. He's alien. He regenerates." I'm not complaining; the show is great! This has become a major feature, they can renew the character periodically to keep the series fresh. Not only replacing the lead actor, but renewing the character while retaining what makes it "Doctor Who". I haven't seen many episodes with the second Doctor, but with the third they didn't bother to explain how he got the TARDIS. The first explanation that he "nicked" it was with Tom Baker, the fourth actor.

I've seen some of the first, second and third Doctor's episodes. The trouble is there are so few left! They were recorded on videotape, and the BBC erased the tape after the show was broadcast. But some episodes were put on film and shipped to other BBC networks overseas, so some series wind up being found in Australian or African affilliate archives.

No argument.
However, I liked Rose with Christopher Eccleston. Simply because this was a 40-something actor running around with an 18-year-old girl; and it wasn't platonic, there was a real romantic attachment there. Christopher Eccleston is just one year and an odd number of months younger than me. Ok, Billie Piper (Rose Tyler) was actually 22 when she started, but the character was supposed to be 18.

Yes they did. But again, that show was produced recently. If you watch "An Adventure in Space and Time" it's a dramatization of how the show came to be, production of the first episodes. It shows the corporate exective who came up with the idea, he wanted a show to teach children history. I'm getting this not just from the first episode, but that movie.

I'm not disputing it though, just saying there has been a few different explanations of how and why he got the Tardis. One of them was he stole it, and it looks like that's what they've decided will be the official story. The First Doctor stole an old Type 40 that was scheduled for destruction.
Although, given what we now know about the Tardis, I don't see how any Tardis would let them!

The Doctor has always been an alien, right from the very first episode.
However, in the early episodes he wasn't portrayed as a Time Lord.
The Time Lords were first mentioned in "The War Games" which was Troughton's (the Second Doctor) last story.
So he was portrayed as an alien from the very start. Just not a Time Lord.
In the very first episode the Doctor says:
"Have you ever thought what it's like to be wanderers in the Fourth Dimension? Have you? To be exiles? Susan and I are cut off from our own planet - without friends or protection. But one day we shall get back. Yes, one day.... " The very first episode

Did anybody watch that Robin Hood ep a few weeks ago?
Wasn't that horrible? I swore off the series forever.
Then I found myself watching the next two and discovered I was lying. Those next two eps were winners, so all's right with the world again.
That Robin Hood one though, that's my nominee for worst Doctor Who episode ever.
