WINNIPEG–Liberal Leader Stephane Dion said today that his Green Shift plan featuring a controversial carbon tax is not a major part of his election platform.
"You have said it was but never me," Dion told reporters.
His surprise declaration follows by a day campaign appearances in the Toronto area where he failed to mention it once in his speeches.

He's seeing the polls.
It's too late for Dion, the damage has already been done.
Yeah I don't understand what he means by not a major part. Is he still going to implement it? If so my vote will still o to him, if not it is going green. I can understand him trying to underplay it because only some people who are concerned more about the environment than there taxes like it, which is very few in this country apparently. We still have this get something for nothing mentality here.
The way I heard it...not just Dion's announcement, but subsequent discussions and analysis...the Green Shift isn't really a plank at all and never was. Instead it's the base that the other planks are laid on top of. The joist box of the deck, if you will.
Dion's statements start to make sense in that context anyway, and it's consistent with what he's been saying all summer.
If he is doing a flip-flop though, then he's done. You can't dump your central thesis halfway through an election after talking about it for months.
New polls show Conservatives at 38, Liberals ar 23 and NDP at 17.
The NDP is actually within striking distance of being the official opposition.
The more Canadians see Dion, the more they run away. Keep up the great work Dion.
