Keep in mind the "notwithstanding clause" has to go, it was tossed in to mollify the Conservatives who didn't even want a Charter. Just like they'd still be arguing property rights, which are more important to a dinosaur than civil rights.

Blame the liberals, they started this crap with PET and his charter.
Without the charter you wouldn't have guaranteed rights...they would just be an act subject to changes, and the same jurisdiction as any other law passed in Canada.
Those rights have become the focal point in the Canadian Justice system.
Since unemployment is a widespread and recurrent social risk, the Quebec charter of rights is better than the Canadian one because it includes economic rights.
