Maybe if they all were each other's "favourite five" this wouldn't be so high.
This is in no way meant to excuse these bills, but I'll bet a lot of it was leadership campaign communication, and these guys couldn't see that it was improper to use government services rather than party services.
I'll bet the situation is slightly different next year.

Liberals still make the top 3, and there are some familiar names, but the totals are lower and there are some Conservatives in the top 5.
I'd also like to point out, though, that Bagnell and Blondin-Andrew are MPs for the Yukon and Northwest Territories, respectively. I'll bet communications are pretty expensive up there.
Take them out and the list would be:
