While national homicide rates have dropped 10%, youth homicide rates have climbed sharply, with Manitoba leading in the statistics.

Again? Why is it continually pointed out that aboriginals have less access to things that every other Canadian citizen does? Maybe I'm blind to a totally different culture, having come form Ontario.
As far as what the article is
really about, I think it's hard to hide the fact that there are increasing numbers of brazen young punks. We need to see some research into whether this increase in youth violence is associated with a lenient justice system over the past decade, instilling kids some sense of being unafraid of punishment.
Or maybe it's video games.
