How does a country that explodes nukes above grond and in the oceans get off telling Canada about the enviroment.

The French have always done this kind of thing. They've interveined in half a dozen former colonies and other francophone areas from Chad (half a dozen times from the 1950s onwards) to the Ivory Coast last year to Chad today.
First rule of International politics: France do what they bloody well like.
