Actually full toilets are something of a luxury in India, 54% of the population or 640 million Indians lack indoor plumbing so they have designated pooping streets where people go to relieve themselves and it is all perfectly legal. You can also see hundreds of people on the beaches squeezing one out and it is a rather communal gathering. They don't use cutlery either and it is a cultural understanding that you wash your ass with your left hand and eat with your right. So people always shake with their right hand because toilet paper is also hard to find.

Their space program has really taken off in recent years though, so I suppose it is a question of priority.

My personal opinion would be that they should work on getting everyone plumbing before trying to get man into orbit.
