As a terrorist your aim is to carry out an act that is designed to instill fear in the general population. Abusing drugs and the person committing the attacks mental health has nothing to do with it because, the act not the person defines the name.
Would pedophiles still be pedophiles if they abused children but had drug and or mental health issues?

Well, I think they were basically living in denial thinking Islamic radicals wouldn't actually want to cause us harm because we're just so peaceful and awesome, so they made up other reasons for their behaviour.
Although, one could certainly argue that the need to blindly follow a religion(any religion) is a form of mental illness, so...
