People have the right to opt out, drop out or refuse government help. I have dealt with this underclass on a daily basis.
They are made up of kids from families in turmoil or from single parents, foster parents etc or 35 plus guys/chicks who have a combination of substance abuse issues mixed with being victims of sexual abuse, domestic violence or other nasty things.
The ones begging are either en route 'out' or are just festering and destined for a lonely, premature death.
Its like every thing else.. some folks are really down and out and some make a business out of it. I volunteer on a soup truck that goes around town at night and gives sandwiches and donuts and coffee to the people who are homeless and are on the streets. Most of them are happy to get it and then there are those who refuse and ask for cash. We don't do cash. I can usually tell who is for real and who isn't
Cops and EMS. Realists.
I don't give a dime to any of them. Entertainers are a bit of a separate matter but beggars can easily go to any salvation army center to get help. Give your money to the charity. It's the only way to truly fix many problems of poverty.
Most of poverty has to do with the "Riddle of Charity." The confusing fact that by any act to help someone you are invariably hurting them.
I tell them I only use plastic. If they insist I hope no one records/reports what follows
I tend to carry granola bars or something similar with me if I'm in a big city. That way I can hand them out. If it's in my own town, I buy food or something to drink for them but I don't give out money.
My favourite:
"Hey buddy, got any spare change?"
Me: "Sorry, alls I got is fifties."
(Note: I only use that one if the guy has better shoes than me.)
My buddy had my all time favourite though. He racked up massive credit card debt as a student. panhandler comes up to him and says:
"Can you help me out? I got no money."
My buddy "You know, if someone came along right now and gave me $50,000, I'd be in exactly the same situation you're in.
When I still smoked, I liked to tell those who asked if I had a 'spare smoke" that I was sorry but my pack only came with 25 and had no spares.
