They're just pre-screening you. There's no sense interviewing you if your references aren't good.

Thanks, I just feel it is a bit strange that they are pre-screening by checking references first then phone interview.

A lot of companies ask to include references with your application as well...

Well, It's a different story, Uncle Sam is having trouble recruiting, do you know they are hiring foreign student too, and giving them priority on immigration.
