Sounds good on paper but you can’t save people from themselves. No amount of restrictions is going to stop someone who really wants to get something.

Hotel's coffee shop was beside its beer & wine store. Having breakfast with the owner, mentioned ways he could increase customers.
He pointed out the window: Look they're lined up out there at -35 half an hour before it opens. I don't have to do sweet fuck all.
But the town implemented a 25c municipal deposit on wine bottles. 99% decrease in the broken glass around the wino's hangouts. So much so the tire shop manager noticed...
