I just can't agree with you on your whole outline, however you do raise valid points. I do however just want to add that organized crime is making huge profits on contraband tobacco in Canada. I wonder if the Canadian Government actually pay people in the "think tanks"?
Organized crime was making big profits on tobacco in Ontario back in the early '90s. Since the taxes from Quebec and the border states have all been brougt into line I think it has pretty much died out. In addition, the government has recently brought some high-profile criminal charges against tobacco execs.
It may be different in other provinces but now you know what you have to do to stop it.

I dunno...it seems we've moved from having illegally imported tobacco being the contraband to having counterfeit tobacco being the contraband. It's like being sold parsley instead of pot.
Me, I'll just sit here and puff on these Marlboros...legally imported from Montana. They must have been cheap...my friend isn't rich and he waved off my offer of cash reimbursment. Then he drove off into the sunset.
Marlboros are the finest cigarette on earth. I have four cartons of red and white cancer heaven here....eight hundred sticks of the best the tobacco mavens have to offer.
