As long as they don't advocate violence or illegal activities in pursuit of independence, I don't see why they should be banned. Let's be honest here support for Quebec sovereignty is waining (well it was until Harper started lashing out again) so the Bloc is more of a regional party these days than a true separatist movement. I mean hell if Sinn Fein was allowed to participate in UK elections the Bloc has every right to.
