Here's my takeaway: This form of communication can't be monitored, it can't be tapped, and it doesn't need to be encrypted.

Yea. Someone will want to tax it. It's just like off grid water, electricity, etc. If the corporations and gubberment can't make money off of it in the long term, they wont let it happen.
