The White House has named R. David Paulison as FEMA director
Who is he? He is the guy who suggested using plastic sheeting and duct tape would be effective vs a biological, chemical or radiological attack.

That was the equivalent to hiding under your desk in case of nuclear attack. Not only was it ineffective all it did was scare people. It was imbecilic to even think such a suggestion would have been helpful. All it did was whip people into a frenzy while the rest of the world and the comic shows made endless jokes about American prepardness.
