I don't think that is what Riden means, I mean, its not stated there why people are banned or something. Actually, that is stated nowhere

Where is that? I can't find it in the forum listing.
By showing examples of why people get banned, they clearly show what is unacceptable and they also remove any doubt that the mods are biased or predetermined against some people.
I liked the jail icon also.

Because topics were being locked as quickly as they showed up - makes it kids of hard to post and get a discussion going.

No kidding. A few other notables have in the past, and each time it's been claimed that it's been fixed.
Fixed means "that" offender has been taken care of. I believe to have it "fixed" the way you think it should be would mean no one could post.
