The two governments will intensify the exchanges in 2005 Quebec and France hand in the hand Éric Clement The Press Common economic missions, reflexions on the reform of the public office and the role of l'État, trade and cultural more intense, promotion of cultural diversity on the international scene: France and Quebec, kinds of joint of the same language, will still continue in this year them idylle resulting from the signature, last years, d'une new alliance.

"My mandate is centered on the implementation from what was concluded between French the Prime Minister, Jean-Pierre Raffarin, and its counterpart Québécois, Jean Charest, is new alliance between France and last Quebec carried out l'an, explained the new consul general of France to Quebec, François Alabrune, at the time of his first media interview since his arrival in the Old Capital. The relations between France and Quebec are particular, but if they are for certain partners with memories of the past, they are now resolutely turned towards l'avenir through l economy, the culture, the modernization of l'État and the partnerships public-private."

Even if the political task of the French Consul remains paramount, l economy and the support for the economic relation takes an increasing place. For France, the fact that Quebec forms d'un part great economic unit integrated in North America is an asset. And vice versa. "the recent visit MISTERS Charest and Raffarin in Mexico City represents a joint effort to penetrate an emergent country like Mexico, says Mr. Alabrune. And we also offer to the Inhabitants of Quebec a door d'entrée at the European market, that is to say 450 million people."

The new consul, whose function goes beyond that usually allotted to a consul because of the characteristic of Quebec as a French-speaking nation in America, insists on the fact that this direct and privileged relation between France and Quebec exists since the Sixties and n'a not much d'équiva- slow.

intensity of the relation that we have with Quebec can be almost compared with that which one has with l'Allemagne, he, c'est-with-statement say that that results in institutions who n'existent qu'entre France and Quebec or France and l'Allemagne, like l'Office Franco-German for youth and l'Office franco-inhabitant of Quebec for youth. This relation is the fruit d'une very strong political good-will desired by General de Gaulle."

The couple France-Quebec waltz as much better than the dance is almost at three times thanks to an agreement private Canada-Quebec-France, since one year and half, of false step and diplomatic tensions. It should be said that, on the Québécois side, the federalists are with the capacity and that, on the French side, current ambassador from France in Ottawa was a consul in Quebec in 1987. "the three, Canada, France and Quebec, took for example initiative unit to promote international standards on cultural diversity, says Mr. Alabrune. The proximity between French and Inhabitant of Quebec in was l'élément driving."

However, there are some irritants in the France-Quebec-Canada relation, in particular in what milked with French l immigration. Quebec has d'immigrants need French-speaking and of many French difficulties test, either to obtain their permanent residence, or to make accept their diplomas.

The consul takes for example the case of the French veterinary surgeons who have the right d'enseigner the veterinary medicine to the Québécois students, but who n'ont not right of l'exercer because of very restrictive rules. This kind of restrictions is one of the reasons for which 65 % of the French having immigrant in Quebec turn over to France before seven years of presence in the province.

But l immigration is a communicating vase: currently, 30 000 Inhabitants of Quebec live in France and some have also difficulties in make recognize their diplomas, recognizes Mr. Alabrune.

The exchanges between France and Quebec are also numerous in what milked with l education: 4000 pupils study in the two French schools of Montreal, Stanislas and Marie-of-France. "That makes of it practically the largest college in the world, says Mr. Alabrune. There are also 700 Inhabitants of Quebec which study in France. The girl of Québécois the Prime Minister, Amélie Charest, will leave d'ailleurs soon to study in a university of the south of France."

Mr. Alabrune was previously a deputy manager of the legal businesses to the French ministry of the Foreign Affairs after having worked with the French representation in the United Nations, in New York. Énarque and father of two children of 8 and 6 years, it was born in Canada because his/her father was a French Consul to Halifax at the beginning of the Sixties.

This is such an old argument.
Qubec has just got to learn to shut the hell up.Your part of Canada. You don't see the Confederate States still bitching cause they lost the civil war do you.The french surrendered the land to the British.
Get over it.You are Canadian

AdamNF @ Tue Jan 11, 2005 4:45 am

The feds need to declare the quebec sepratist party and illegal organization bent on destoying the country. People need to be arested and people need to go to jail for tresion. Only Canada would let terrorists (which is what im happy to call them) run politcal parties with terror as the slogan. Shame on Quebec and shame on Canada for her appeasement.

Optinum @ Tue Jan 11, 2005 9:51 am

dan74....stop consider quebec as a person, that make me laugh
adamnf(KKK)... you just help the separatism in me to grow, but i will still talk to my english-quebecer friend  they rulz but not all the way

Freaker Freaker:
You mean you aren't bothered by French submarines in Canadian waters?!? France's violation of Canadian sovereignty?!? :o Look, I'm not ecstatic about Landry getting this award, it looks like France is giving its tacit support to the Quebec separatist movement (besides, Landry's a prick), but this whole thing is merely symbolic. I say let 'em have their mutual-masturbation ceremony at the Elysee Palace if its what makes 'em happy.

I agree with you that Optinum's English isn't all that great, but seeing his Quebec nationalist/separatist perspective on this is worthwhile, so I hope he keeps posting at CKA in the future.

In one case, ive never heard of French subs in Canadian waters??? Can you provide a link to this story? Seems weird as im adversed in most news of Canada. Besides, if their are, what are we gonna do? sic em with out cool Brit subs? French subs are probably waaaaaay better then Brit subs.

I LOVE QUEBEC!!!! They most deffinetly are a very distinct culture...but then again..so are the territories...and the Maritimes...and B.C....the prairies....thats what makes Canada soooo freaking great! I left nfld and drove to bc when i was 23...my car broke down in Quebec at 3 in the morning...i had to goto a police station to find some1 who spoke english( the only french i know is hello, please, thank you, and goodbye)...At 330 am 2 guys showed up...towed my car to their shop..spent 6 freaking hrs changing the rear end(my differental went eh) redid my brakes(i had one line pinched off cause it leaked) and charged me $200!!! MERCI!!...I don't see the harm in their government having close ties to France...christ they are brothers!!! As for Quebec seperating....god dam it sucks to says this but thats thier choice isnt it? Remember how close the vote was last time? I do.....in my humble opinion..if Quebec ever seperates...Canada will fall apart....once the precident is set...others will follow......thats my 2 cents worth(Canadian currancy by the way!)

how about : la republic quebecois du canada

simple...only free will

Dan74 @ Wed Jan 12, 2005 4:31 am

My biggest problem with Quebec is that it feels the need for a language police.
When they go around making sure the French Letters are bigger than the English.
Scares me that a goverment would not only allow this but pay for it.
Pretty sick

Optinum @ Wed Jan 12, 2005 8:42 am

live with its man

Dan74 @ Wed Jan 12, 2005 9:25 am

I don't have too.
My culture does not feel the need for a language police.
Since Quebec does it shows how quick the masses there are controlled

Optinum @ Wed Jan 12, 2005 9:38 am

so writte its on your testament, meaby someday a indians will need it too wankes.

''Quebec does it shows how quick the masses there are controlled''

you wright , that how charest won the election. but hes gone in 1 yrs for sure no need to say that he meaby can be reelected  IMPOSSIBLE
but quebecer are much better at mass controlling canadians.

Dan74 @ Wed Jan 12, 2005 9:54 am

I gotta give you that.(The controlling Canadians part)
But you still have not argued the benefits of having a language police.
