Any act of violence aimed at creating insurrection. has people and not just property as it's primary target, and is initiated/encouraged by religious or political extremism should be labelled as terrorism.
If the Ottawa puke was merely a schizoid crackhead that killed someone during a binge then he'd be just another criminal loser. That he was apparently inspired by Islam changes the scenario and makes what he did an act of terrorism.

The argument can go either way. It certainly does not seem to be ISIS who did the act, but ISIS seems to be the inspiration(or at least in part) for the act.
