If I was to hazard a guess I'd say a disgruntled federal employee who received his pink slip probably sent this as a message. 
Or it was sent by your run of the mill grassroot left wing loonie................the ones the Left keeps telling us don't exhist.

Naw, it's just making the rounds...all the piggies in parliament get a chance to put it in their mouth....Mulcair just finished hacking it up, as it became firmly lodged for a bit, and is now passing it on to the next public service parasite to utilise.
