- state oil company that kept the revenues inside Norway, and not a fully privatized industry where 90-95% of the profits left Alberta and ended up in corporate pockets
- Norway being firmly center-left and socialistic, meaning the revenue was used to improve quality of life for Norwegians first and the profit-motive for outside corporations was a distant second place priority
- Norway is not overseen by a superior level of government that takes a massive cut of the revenues at a level that always stays at the same amount, no matter how badly the overall world oil price craters during a bust
- Norwegians simply being the sort of people where "we're all in this together" is literally bred into their bones, and not just some convenient slogan used by PR pros to separate the rubes from their money
- etc etc etc, too many other reasons to list to be certain, with the main one being that Norway hasn't undergone the sort of near-total social & civil collapse where ethics, morals, and consideration for others wasn't effectively exterminated altogether in their country the way it was in North America from the greedhead "me first, always, and to hell with every single other one of you" mentality of the 1980's through to today
