Oh for sure. When I first moved to Cambridge, all the people in downtown Preston that stopped to say "hi" or engage in some light, short, chit-chat were obviously asking to get shot.
When a city stages a major event, there's an atmosphere present. In Windsor on July 2nd or 3rd(depending on the weather), you can't go 5 minutes without someone asking if you're going down to the river to watch the fireworks.
It's a damn good thing the Americans that came over to watch the fireworks on our side didn't have your or Warwa's stinking attitude.

I've never once encounted a person on the street that I didn't know that talked to me that wasn't upto no good.

I'm aware that my own experince isn't a compleat data set, but for me when someone comes up and starts talking to me, I'm on the look for for a threat. Very old people, or someone that is clearly lost are about the only exceptions.

Mormons, JWs, Mentally..delayed(is that the PC term today?), children, friendly drunk guys, friendly drunk girls(not nearly as often), panhandlers, migratory homeless looking for "a few bucks for the bus back to van", salesmen, lost tourists...

Just a few of the kinds of people I've been approached by at one time or another. And I was a scary looking dude back in the days when I lived downtown. Shaved head, more shoulder than gut... and my neutral expression was generally kinda angry and unfriendly looking.

I knew a girl that told me that she always had bad bosses... the reason was that she was a terrible employee. My ex-sister in law ALWAYS had problem neighbors, and always will, because she's the problem. So when someone makes a statement like this, look for the common denominator.
