I've always held that the GST cut was bad policy.
It was championed by the tories because of its populist appeal, but the reality of the situation is that a cut to the GST is not the most effective way of cutting taxes. Much of the 'room' created by the GST cut is at serious risk of being taken up earlier in the supply chain by producers and distributors, and never being passed along to the consumer.
I admit I haven't bought any massive luxury goods since the tax cut passed, but frankly I haven't noticed it. I'd rather have more money in my take home pay.

According to the Canadian Centre for Policy Alternatives, the Conservative tax cut plan flows disproportionately to the richest Canadians - Over 23% goes to the 5.4% of families with incomes higher than $150K/year and less than 22% flowing to the 50% of families with incomes of less than 40K a year.
I'd argue that it is likely to be even more out of whack as the GST cut is more likely to impact big ticket luxury items (which are more likely to be purchased by those at the richest end of the specturm) because the impact is more readily apparent. On the contrary, smaller non-essential items are more likely to be unaffected as producers and distributors take on the tax room to increase their own margins and savings are not passed on to the consumer.
Dion is now saying that he would take the funds from the GST cut (several billion) and create tax incentives for environmental choices.

So Molroney was right after all. All that screaming & yelling the libs did in late '80's was for nothing. libs favor GST, Molroney was right, thta's how I see it.....
