The company I work (a corporation) set up a major R&D shop in the Toronto area after 2 levels of governments paid for the building and gave them all kinds of tax incentives. All the US companies are here. You left "offshoring" out of your tirad. Millions of US IT jobs are offshored to places like India, South Africa, Argentina, Brazil and lately Russia and Eastern Europe. A lot of Canadian IT jobs are headed that way too.
