Apparently you have to read to find out, but hinted that it's "related" to the way Parker was affected (i.e. they didn't come up with some new way for ppl to get spider-like powers). They did say this spider man will have different abilities from the original though.

Either,
A) They are trying to promote more black/hispanic superheroes or appeal to the Black/hispanic community or,

B) They are truely running out of ideas on new superheros and are just re-designing old ones.

Being an avid comic collector, I have avoided Marvel for quite some time now. DC is my main buy, as well as back issues of certain NOW and Valiant books.
